buy with cpanel, there are no difficulties, unless you need special configurations (knowing linux is an advantage ...)

Pay for Unmanaged VPS like Vultr, Linode, Digital Ocean, AWS Lightsail and use Docker to fast deploy or you can use Shellscript like CentMinmod to setup Website. Find out yourself tutorials about Docker or CentMinmod.

If you wanna fast & easy method, try Managed VPS like Cloudways, the have smart Panel to setup Website on VPS and the cost double than unmanaged VPS like Vultr or Linode.

I think you need to buy managed VPS , after 1-2 years you can switch to unmanaged after learning management of VPS .
Yes you need to make a payment for cpanel license .
