Bro, it is easier to say than do. In India's small town, you can not find networking groups, networking events & local entrepreneur center. You can not make much word of mouth of a website design agency.

I understand most of those happens only in tier 1 cities, being in small town its impossible to get such things

but they don't limit ppl, you need to approach such clubs,associations most of them will add as member or help you to get new leads

But Bro why you are limiting yourself to a small town? Do you think ppl in small town going to buy a website?

If so what's the benefit of small town business having a website?

You should understand who you customer are, where they live, what they do to get a clear picture about potential clients

If you want change you need to try different things

Do you have a website for you service?

Did you tried running ads targeting specific location

website design company in xxxxxx (location)

web development company in (country)

web design company in (location)

if failed you need to re config the setup with different keywords

Have you searched on youtube for - "how to get client for website development" ,"get leads for web design"
if not so kindly checkout video many ppl share nice tricks to find clients

Have you tried fb? Join atleast 50 facebook groups related to entrepreneur, small business make an offer for web design

another way ask admin/mod permission to promote the service for 5-10% commission if someone pay for web design

If you advertise you are a web designer or a marketer. There are thousands of people like that out there. You must find the USP for yourself or your company. Find your point of difference and niche market from the start.

Then see where the potential customers are, what they use. Do not ask strategy for SEO , social, adword, ... Because it depends on your customers.

If you want to sell million dollar deals, the place you should appear is a 5-star hotel or a golf course...
If you sell products profit less but in large quantity. Then Email Marketing or Social, Ads are effective again...

Choose a direction, then study. There is so much to learn.
