I've followed your step by step for 3.7 now just getting a blank page with green "loading" bar at the top

Did you delete the node_modules folder and package-lock.json folder before installing ?
I did.
After that last step you've mentioned of setting up the env file, what's next?
After that is when I went to my domain & got the green bar (the tab is named "React App")
Check your web files if you have new node_modules folder after installation and package-lock.json file too.
If both were created after installation, then it’s like that you need to open the application port.
If there’s no new node_modules folder and package-lock.json file, then that’s the reason why it’s not working yet.
