Help with migrating a 13GB sql database.

I am realizing something, the DB is for my WHMCS, and the table that is using 11GB Is "tblmodulelog" is this table really important or I can just leave it behind? Anyone with an idea?

keep the whole database intact. if you do not know what you are doing, you can completely destroy the whole database.
 
if you have ssh on the new server you can use -curl fileurl to get the file
 
you may need to use scp linux command
by that you could move the 3gb file from server to server even if your internet is slow
you need ssh access to both servers
 
if you can access ssh to server. Use rsync to tranfer database backup. And restore in new server. Other solutions, change webserver to Docker, use rsync to tranfer.
 
You can use any RDP , can get a free trial from AWS,Google Cloud, etc . move the sql file or zip to your project/domain root folder. Use RDP for your internet issue.. login to your current hosting provider /vps with shell access if you have, use wget to download the sql file /zip from your remote server (without changing your domain dns to new hosting ) . Use ssh to import sql file using command , or use a gui tool like bigdump to import your sql file.
