Does email marketing still work?

My friend has a list of subscribers, 12k+ records. List is fresh and targeted - people that are interested in money making, passive income etc.
We are tempted to sign up at Warrior Plus or similar and massmail some offers to this list.
I know that massmail has quite low conversion rate, like 1.5% maybe... But even 180 people buying a $20 product that gives us $10 commission... It's $1800 - not too bad.
What do you think? Should we try? Any tips from collective mind?

YES If the business could make regular customer by email marketing otherwise it's just seem like fishing.
