1. offline mode
2. cache

Check the official page and tutorials : https://developer.mozilla.org/en-US/docs/Web/Progressive_web_apps

U need to createa a manifest.json, setup serviceworker, and look into whether u will use localstorage / indexed db / etc. website above gives tutorials on all options, for someone new i suggest stick to localstorage.

Alternatively, search themeforest for HTML MOBILE PWA. there is some really good cheap ones, i recommend STICKY or FINAPP
