for that kind of money why dont u just buy a license (or get a cracked one) of many of excel web components, aspose.com are the champs in this regard, and support many languages, and easily implemented, even just by using one of their demo projects. highly recommend checking it out. There are cheaper options even, but with ur budget this would be my first stop. Depending on what so special about the Excel, it wouldnt be hard to replicate whatever formulas or formatting/.display. Web Sheets, use custom gridtable components.
