Wordpress. You can do almost anything using Wordpress as your core. Just get a good developer and host to keep it updated and secure.
if I were you, i wil use wordpress multisite
divi blog or monarch for news
forumengine for forum
and whatever theme for download
if you want to open a streaming service tho, use google drive video streamer (it's not from wordpress. But I know how to get that)
what theme for news site in wordpress ?, boombox ? newspaper, or king ?, i'm confused
too many applications I'm afraid if my site will load slowly, this is only the initial stage if everything is going well I will move to vps
xenforo is good for discussing and download sites but not good for news sites
If you think about "discussing" platform use forum system like xenforo etc..

If visitors can post your system and you want to handle with bbpress you should choose good hosting and theme.
what kind of news site? using rss aggregator or similar or just posting manually.
I would like to try this myself, https://github.com/fhamborg/news-please ,unfortunately, I know absolutely nothing about 90% of the stuff mentioned..cli, libraries for different things. And on top of that I don't see how the data is displayed... must have to be parsed, etc.. I didn't see an example site using this to provide content. I'm probably thinking of it in the wrong context or something.

Yes Publisher Theme is perfect for news and blog sites.... included plugins with this theme is perfect bundle... no other plugin required... One theme covered everything.....
