I keep getting this error when installing

It's got something to do with this section, I tried adding 'false' to the debugging part but my php skills are next to zero

The point is informative and technical, after all no one is trustworthy enough to ever submit to doubt, now, if you are hurting over it, chances are you have more ego than wisdom.
