If you don't use the plugin anymore, then yes, you can delete the entries in the database related to the plugin.

I recommend you use something like "Advanced Database Cleaner," as it shows you which entries are orphans and can be deleted without problems. Of course, it is not always 100% correct, so use it with caution and always backup first.

Those entries are obsolete. You can delete them as leaving them there will keep your database bloated.

But as already suggested, always make a backup first.

I'm not quite sure. But if you are using Avada, for example, don't delete the entries that mention it, as they may break. The same goes for all other plugins.
