My only gives this error Whoops, looks like something went wrong and I've tested several versions of php 7.0, 7.1 and 7.2 gives the same error what should I do after I've given all permissions to the necessary folders and it doesn't open or INSTALL

There is no install folder, you need to install it manually. Upload files in the root folder and create database... via PHPMyAdmin upload sql file and in core folder find .env file. In .env file enter database credentials... installed.
