Accounts with Multiple Ip's

I notice last week, that this account was new:

now if you click his ip address and then more users , u get this:

so i went to his profile:

https://babia.to/members/johnwick2614.26563/

sent him a PM and he said he knows nothing about that account...
Now if you click in his ip's i see lot's of loggins from
198.16.78.43
for quite a few users, witch they use the same ip, or even in shared ip's

So are they using a ip from other country , firewall, proxy, etc...?

Someone en-light me ...how this works...

In most cases it probably means they are using a VPN that is shared by multiple people.

I guess for shared ip's , it will come under Vpn

But for "user logged at: ip...." like in my first picture, that one is kind telling me that he created a new account?!...

Those will be VPNs too.
If you look at your own used IPs and look at the 5.61.44.90 one you will see it has been used by you, Babak and Tassie as well as many others.
