How can I define which user role is allowed to create projects?

You have to modify their profile. From the Admin menu, select Users and then edit the profile of the user you want to use for project creation.
It's a user capability, not something that you will find in the Settings of the plugin.

wedevs-project-manager-business\core\Update

then all module activated any issue for v2.5.12
