What do i need for opening a webhosting provider

Hello guys, I have the opportunity to use 3 servers we got at work for any project i want. I was looking around at various options and i am thinking to open a small webhosting provider for some people i know that need websites. I would be hosting around 15-25 websites off a VPS.
I have looked around and i am a bit confused on what kind of webui tools i need to get it done...
I am not sure if cpanel+whm would be an overkill in expenses and functionality.
Any cheaper solutions?

i think you can use cyper panel as your hosting and i think there's WordPress plugin for it

If so, I guess you don't need to have a billing system, right? Then there would be plenty of free control panels to choose from, like webmin, CWP, and so on. Id need a billing system aswell. I will have around 20 customers right away
