Can any one please suggest me the best WordPress theme for web designing and app development and SEO. In simple all types of digital services.
Better if it is Elementor based and compatible with woocommerce.

Cool, this one looks good in both mobile and desktop version.

There is not any "best theme" for your purpose. Because developers built these themes for multi purposes.

So if you think about "SEO" i can suggest you build your webpage without "ready-made templates". It could be generatepress which is really good framework.

I dont prefer elementor or wpbakery cause of they will output huge DOM size
