Excellent Wordpress plugin whose development and maintenance has been cancelled.

I've been using this plugin for a while: https://github.com/garex/wp-testing
It is a plugin that allows you to create tests and quizzes.
It is the best plugin in this category. Basically, another more complex one like this does not exist.
Although there are a lot of people using it and willing to buy it, unfortunately the person who made the plugin is no longer interested in developing it.
He hasn't updated it for 9 months and it seems he is not interested in developing and maintaining the plugin anymore.

Given that the plugin is licensed under GPLv3, can it be taken over to continue its development for sale?

I believe it can be taken over but with a different name and a different UI plus giving credits to the initial starter of the project.
