I am with contabo. I also have hundreds of DMCA in my google transparency report. Cloudflare also forwards dmca requests to my hosting. Never had any issues. Since I share ebooks it's not as dangerous as movies and music. That's a different beast. My experience only.

PS I believe babiato uses hetzner. So look that direction also.

contabo is not DMCA Free, please mind it.
They don't allow cPanel shared license. They even not notice you before suspend. The directly suspend your VPS then force you to remove contents. In some case they even force you to reinstall OS to continue.

Contabo is fine, if you use it for normal (legal) websites, services.
I think Contabo and Hetzner is the wrong choice if you want to be protected against DMCA.

That's true. I guess for true DMCA-resistant hosting one should look for Panama, Russian or eastern European providers... unfortunately these providers are often slow

I Used bangerbag.com hosting service while ago for pirate movie site, and i never got dmca problem, i even hosted adult movies on that site, their servers are Dmca free , But if you go for buy ask them in live chat first which servers are DMCA Free

bangerbag.com feels a bit shady... I've been running VPSs for more than 12 years and have never encountered a provider who charges for linux (or even wordpress)...

You are confusing DMCA with pirated software being run on their servers. That will get you banned everywhere you go!
