Hi, I create AWS accounts with virtual cards but recently my all AWS accounts are getting held for further review and they send me email asking to verify my address through utility bill.

Change your ip (Use VPN or better proxy)
flush cache and cookies
use ccleaner to clear all
use incognito mode and browse there
use fakeaddressgenerator (better use VPN of the selected location)
get new card (Better if the card is of same country if not state)
use new email
signup on aws
use new card
and verify email
wait and see if the same happens
if not then you are good to go, if yes then there is still some leak.

I follow the steps. I take great care of footprint and fingerprint and yet my accounts got in held for review.
